Born in 1945 to Sephardic Catalan-Andalusian parents in Santa Cruz de la Palma, Canary Islands, Spain, José García y Más studied at the Escuela de Bellas Artes in Santa Cruz de Tenerife before moving to Berlin in 1970 where he took a degree in Engineering. Since 1980, he has pursued an independent career as an artist.

The emphasis of his critical-realistic artwork is on global policy, society, environments, culture and literary themes. However, García y Más is not a political painter in any narrow sense, his paintings focus on the problematic social issues of the day: the point is made by means of alienation, irony and wit, often in a macabre manner.

The scenario´of his canvases is determined by an intensive and radiant use of colour, restricted to few essential figures, with a poster-like intensity. Running parallel there are pen-and-ink and watercolour drawings whose subject matter is closely related to the oil-paintings on canvas.
